When an advertiser comes at your site he has the option of showing his ads on your web page by targeting your site it can only happen if you allow site targeting to happen on your webpage if you enable it from your Adsense Account if the advertiser like your webpage and wants his ads displayed on it he then bids for your spot but always remember that bid usually is lower than what you deserve that is where this concept is not worthy and publishers usually run away from this.
