To get started you should consider allowing anonymous users (none registered) to post a message without creating a username. You can probably setup your forum so that anonymous postings need approval from you before appearing on the site.
IF anonymous users like the forum they’ll create a username for instant message posting.
That can help your forum getting started, which is very difficult.
