Yes, they should have western union just like in China, google has a special contract with western union, it doesn’t cost 10% to the publisher like it does when you use western union to transfert money yourself. No, the sum you’ve earned is totally available in the western union agency, it is free to use this service.
India should have it as well, write to adsense to advocate for it!
